The Residential Services Department operates a 40 unit apartment complex (Terrace Garden Apartments) in Waycross and a 30 unit apartment complex (Elderwood Apartments) in Baxley. To be eligible to live in one of these apartments, the potential resident must be sixty-two (62) years of age or handicapped/disabled, and meet the income criteria based on requirements as established by the U.S. Department of Housing and Urban Development (HUD).
